Code Enforcement

Mission

It is the mission of the Building and Codes Department to promote building safety through code compliance, to assist citizens, contractors and design professionals in completing building projects, to enhance neighborhood quality of life; and to assure Rossville is compliant with state building code laws.

The Building and Codes Department provides the following services:

Required Code Permits

By law, permits and inspections are required for new construction, additions, and remodeling work to confirm that all structures meet applicable City, State, and Federal building code requirements. Permits may be applied for at the Town of Rossville at 360 Morrison in Rossville.

Electrical Permits & Inspections

Electrical permits and inspections are handled through Chickasaw Electric Cooperation in Somerville, Tennessee.

IRC AMENDMENTS:

Amend Section M1305.1.2 of the 2018 International Residential Code by adding a new section as follows:

1305.1.2.2 Access. Access to mechanical equipment located in the attic of one- and two-family dwelling units shall be provided by permanent stairs or pull-down stairs if access is provided from the floor below.

Amend Section N1102.4.1.2 of the 2018 International Residential Code to read: 

N1102.4.1.2 (R402.4.1.2) Testing. When required by the Building Official, the building
or dwelling unit shall be tested and verified as having an air leakage rate of not
exceeding five air changes per hour in Climate Zones 1 and 2, and three air changes per hour in Climate Zones 3 through 8. Testing shall be conducted in accordance with RESNET/ICC 380, ASTM E779 or ASTM E1827 and reported at a pressure of 0.2-inch w.g. (50 Pascals). Where required by the building official, testing shall be conducted by an approved third party. A written report of the results of the test shall be signed by the party conducting the test and provided to the building official. Testing shall be performed at any time after creation of all penetrations of the building thermal envelope.

During testing:

1. Exterior windows and doors, fireplace and stove doors shall be closed, but not sealed, beyond the intended weather stripping or other infiltration control measures.
2. Dampers including exhaust, intake, makeup air, backdraft and flue dampers shall be closed, but not sealed beyond intended infiltration control measures.
3. Interior doors, where installed at the time of the test, shall be open.
4. Exterior or interior terminations for continuous ventilation systems shall be sealed.
5. Heating and cooling systems, where installed at the time of the test, shall be turned off.
6. Supply and return registers, where installed at the time of the test, shall be fully open.
